CM Sarma clarified that allowances would not be provided during the summer vacations in June and July. The scheme will run for 10 months each year, depositing stipends directly into the students’ bank accounts.

The CM of Assam has also announced some exceptions for this scheme, such as:
- Those who have received the Assam government’s HS scooty, are not eligible for it, but they can choose the Nijut Moina scheme instead of the scooty.
- Married girls will not eligible for this scheme.
- Daughters of ministers and students in private colleges will be excluded.

In a press conference, Dr. Himanta Biswa Sarma announced that the distribution of Nijut Moina Scheme forms will start from 1st July in colleges, and universities will follow in September. He also promised to give out the first installment on October 11, 2024.
